William was born on 19 February 1893 to Edward and Rebecca Wragg. In 1911 he was a servant to Maurice Deacon at Chase Cliffe, Whatstandwell.
After the war he continued serving in the Merchant Navy. He died in 1966.

He was 5ft 3½ in tall with fair hair and blue eyes. He served as a cabin waiter and assistant steward. He served aboard RMS Ausonia.
